Validity of water jug testing for bullet penetration?

For those of you who have commented on the validity or lack there of on water jug testing as a bullet penetration medium, I offer the following explanation and links:

Last sentence indicates that bullet testing in water filled jugs has been repeatedly shown to represent a penetration depth of appr 1.5X  GREATER than ballistic gelatin. Just plain water without the jugs has been shown to be apprx 1.8X GREATER.

This is not rocket science, however on the other hand, water jug testing bullets does seem to have some validity beyond my own studies and feelings.

Again, I am NOT trying to reinvent the wheel here or bring forth some astounding information that no one ever thought of concerning bullet penetration and or expansion  testing. I was looking for an INexpensive, easy to attain, consistent medium in which to test bullets. One can argue that water jug testing is UNfarily hard on a given bullet and while that may be true, the fact that each and every bullet I fire is into the same medium, set up the same way and from the same distance from muzzle to target etc. hopefully adds some credence to the testing process.
